China-Indonesia Cooperation to Train Technical Talents for the "One Belt One Road"
The Indonesian sun in March was like fire. On a construction site in the western suburbs of the capital Jakarta, a 20-year-old Indonesian guy Youssef Prasitijo is operating a rotary drilling rig: drill bit positioning, tunneling, drill bit rotation, and waste dumping. The entire operation was done in one go, winning the audience’s attention. There was cheers and applause.
Prasetti is one of the first batch of 19 rotary drilling rig operators trained by the Chinese-funded enterprise Zhejiang Geotechnical Foundation Company (Zhejiang Geotechnical Foundation for short) and Indonesian training institutions. Zhejiang Rock and Soil held a grand graduation ceremony for the graduates on the same day, and awarded them a diploma recognized by the Indonesian government.
Prasitijo is a vocational high school student from a rural village in Magelang County, Central Java Province, Indonesia. Since the school started in August last year, he has basically mastered the essentials of drilling rotary drilling rigs. The layman has reached the elementary level of operators. When he heard that he would be hired by Zhejiang Geotechnical and be sent to the Zhejiang Geotechnical Construction Project of the Yawan High-speed Railway, Prasitijou smiled.
Placettiyo admitted that Zhejiang Geotechnical gave him new development opportunities. "Thanks to the Chinese master for teaching me the ability. I am very satisfied and happy, and I am more confident in my future."
In recent years, with the continuous deepening of the "Belt and Road" construction, especially since the construction of major infrastructure projects such as the Jakarta-Bandung high-speed rail and other major infrastructure projects progressed smoothly, the cooperation between China and Indonesia in the field of engineering has become increasingly close, and the demand for "Belt and Road" engineering and technical personnel has also increased. getting bigger.
Chinese data show that Indonesia has been one of the top ten markets for overseas project contracting by Chinese companies for many years. In 2017, the annual value of new contracts signed by Chinese companies in Indonesia reached US$17.2 billion, a record high. At the same time, due to the blowout of the number of infrastructure projects, the shortage of professionals in the Indonesian market has become increasingly prominent.
According to Ye Daifeng, principal of Zhejiang Geotechnical Indonesia Training School, many Chinese-funded construction companies in Indonesia are facing the problem of lack of technical personnel. In order to promote the localization of enterprises, create new employment opportunities for Indonesia, and promote Chinese technology to use the enterprise as a ship to go to sea, Zhejiang Geotechnical decided to cooperate with well-known Indonesian training institutions to cultivate technical talents for Indonesia.
Ye Daifeng said that in the cooperation model, the Indonesian side recommends the students, and Zhejiang Geotechnical provides teaching materials, teachers and training venues, and is responsible for the food, accommodation, transportation and living allowances of the students. The teaching adopts a combination of theory and practice, and is taught by the master to accelerate the growth of students.
As the fourth most populous country in the world, Indonesia has abundant labor resources. In order to improve the professional quality of workers and make full use of the demographic dividend, Indonesia is promoting the "Connecting and Matching Vocational Education Program" for the cooperation between enterprises and vocational high schools nationwide. In addition to Zhejiang Geotechnical, Chinese-funded enterprises such as Huawei Indonesia and the Qingshan Park of the Indonesian Economic and Trade Cooperation Zone have matched Indonesian vocational high schools to carry out vocational education and training for students, which are strongly supported and welcomed by the Indonesian government.
Salyadi Guyatno, an officer of the Vocational Education Department of the Ministry of Education and Culture of Indonesia, said at the ceremony that there are currently 14,000 vocational high schools in Indonesia, and only a few have established cooperation with enterprises. The Indonesian government hopes that more Chinese companies can pair up with these vocational high schools and train more outstanding talents for Indonesia by imparting Chinese technology, so that companies and Indonesian society can develop together and achieve a win-win situation.
Ye Daifeng said that the construction of the “Belt and Road” is a long-term development plan in Indonesia. In the future, training schools will also recruit a large number of students from different majors and fields to contribute to the “Belt and Road” localized talent pool.
