Jointly build an important hub of comprehensive strategic cooperation between China and ASEAN

It is the strategic goal of building the Guangdong-Hong Kong-Macao Greater Bay Area and Hainan Free Trade Port, a major task for achieving interconnected development, and an important condition for deepening economic and trade cooperation with ASEAN to integrate geographical advantages with development advantages and jointly build an important hub for comprehensive strategic cooperation between China and ASEAN.

To leverage the advantages of the Hainan Free Trade Port's policy of "zero tariff" and duty-free processing of value-added goods for domestic sale, as well as the advantages of the Guangdong-Hong Kong-Macao Greater Bay Area's agglomeration and development of high-tech and advanced manufacturing industries, and jointly build a high-tech industrial chain for ASEAN.

We will work with relevant ASEAN countries to carry out stress tests on cross-border data flow, data localization and consumer protection, and explore the formation of a system of digital economy and trade rules that suits the region.

To support the Hainan Free Trade Port and the Guangdong-Hong Kong-Macao Greater Bay Area in exploring ways to shorten the "zero-tariff" transition period for raw materials and parts involved in offshore wind power equipment from ASEAN countries, and promote the formation of a regional wind power industry chain that integrates wind turbine research and development, equipment manufacturing, testing and certification, construction and installation, operation and maintenance.

The Overall Plan for the Development of Hainan Free Trade Port calls for strengthening exchanges and cooperation with Southeast Asian countries and promoting the interconnected development of the Guangdong-Hong Kong-Macao Greater Bay Area. Hainan Free Trade Port is the forefront of China facing ASEAN, with unique geographical advantages of being located in the center of RCEP. In addition to its geographical advantages, the Guangdong-Hong Kong-Macao Greater Bay Area also enjoys important development advantages. The Guangdong-Hong Kong-Macao Greater Bay Area has formed a comprehensive and large-scale manufacturing and service industry system.

First,China is an important source of tourists for ASEAN.

Affected by the epidemic, ASEAN countries are facing a crisis in tourism development. For example, ASEAN countries will see a 75 per cent reduction in international tourism between 2020 and 2021. It has become the common demand of ASEAN countries to revive tourism as soon as possible.

2.Jointly develop cruise tourism products for ASEAN. The Guangdong-Hong Kong-Macao Greater Bay Area and the Hainan Free Trade Port cooperate to open up "plane + cruise", "home port + visiting port" and other tourist routes to ASEAN countries, and develop "one way, multiple stops" international cruise tourism products. Jointly build a three-dimensional product system of "ocean, island and coast"; To speed up the construction of cruise home ports, and develop cruise tourism routes linking the Qiongzhou Strait Economic Belt and the Guangdong-Hong Kong-Macao Greater Bay Area.

2.Establish cruise tourism cooperation bodies. To support the Hainan Free Trade Port and the Guangdong-Hong Kong-Macao Greater Bay Area in cooperation with Malaysia, the Philippines, Singapore, Vietnam, Thailand and other countries in cruise tourism. At the same time, with the help of the Hong Kong and Macao international network, the industry association as the main body, to cooperate to establish the cruise tourism alliance.

Second, jointly build a high-tech industrial chain for ASEAN

1.Jointly build a modern biomedical manufacturing industry chain for ASEAN. To give full play to the special policies on biomedicine in Hainan and the advantages of the pharmaceutical manufacturing industry in the Guangdong-Hong Kong-Macao Greater Bay Area, and support relevant enterprises to cooperate in establishing an ASEAN-oriented pharmaceutical manufacturing industry chain.

2.Jointly build a high-end equipment manufacturing industry chain oriented to ASEAN. To strengthen cooperation with the high-end equipment manufacturing industry in the Guangdong-Hong Kong-Macao Greater Bay Area and expand its presence in some ASEAN countries, taking Hainan's efforts to develop its deep-sea industry as an opportunity.

Third, jointly build a digital economy market for ASEAN

At present, Southeast Asia has become one of the fastest growing regions of the global digital economy. Compared with developed countries, the development of digital economy in ASEAN is still at an early stage on the whole, accounting for only 7% of GDP.

1.Jointly establish digital economy industrial park. To support the Hainan Free Trade Port and Internet enterprises in the Guangdong-Hong Kong-Macao Greater Bay Area in establishing cross-border or overseas "digital free trade parks", "digital economy cooperation parks", "digital technology application demonstration zones" and "intelligent manufacturing cooperation parks" in ASEAN countries, and to carry out digital economy cooperation with ASEAN countries.

2.To explore cooperation in building intra-regional digital trade rules. We will work with relevant ASEAN countries to carry out stress tests on cross-border data flow, data localization and consumer protection, and explore the formation of a system of digital economy and trade rules that suits the region.

3.Cooperate to establish an ASEAN-oriented data trading venue. The Greater Bay Area and the Hainan Free Trade Port should strengthen technical cooperation, formulate standard rules for data rights confirmation, data authentication, data pricing, data supervision, data trading and data security by using blockchain and other technologies, and jointly build a data pricing and trading service center for Southeast Asia.

Fourth, jointly build China-Asean blue industrial chain and supply chain

Based on principles and flexibility, the RCEP will help China and ASEAN advance high-level cooperation in maritime fields and achieve inclusive and balanced development of the maritime economy.

1.Build an industrial chain and supply chain of seafood with fishery as the focus. In 2021, ASEAN exports of fish and other seafood to China accounted for 18 percent of its total exports, with processed products accounting for only 4.1 percent of its seafood exports. We suggest that enterprises in the Guangdong-Hong Kong-Macao Greater Bay Area and the Hainan Free Trade Port, based on the RCEP rules of origin, cooperate to set up cross-border fishery processing parks in ASEAN countries where conditions permit, in light of their business needs and resource supply characteristics, rationally arrange industrial chains such as fishing, processing, preservation and transportation, and strive to increase the value of processing fish and other seafood products by more than 40%.

2.Jointly establish a Marine renewable energy technology cooperation circle. Implement the RCEP's request to provide capacity building and technical assistance to developing country and least developed country parties, support the Hainan Free Trade Port and the Greater Bay Area in exploring ways to shorten the "zero-tariff" transition period for raw materials and components involved in offshore wind power equipment from ASEAN countries, Promote the formation of a regional wind power industry chain integrating wind turbine research and development, equipment manufacturing, testing and certification, construction and installation, operation and maintenance.

3.Jointly promote Marine environmental protection in the South China Sea. Statistics show that Marine resources in the South China Sea have fallen to 5 to 30 percent of 1950 levels; Coral reefs are declining at a rate of 16% per decade; Less than 5% of the sea is effectively protected. The Hainan Free Trade Port and the Guangdong-Hong Kong-Macao Greater Bay Area are well positioned to play an important role in monitoring and protecting the Marine ecological environment in the South China Sea.

Fifth. Jointly build a legal service system focusing on commercial arbitration

According to the 2021 International Arbitration Survey Report, 90 percent of respondents believe that international arbitration is the preferred method for resolving cross-border disputes. Hong Kong ranks third in the world in terms of court rulings and is one of the top five preferred places for arbitration in the world. The Hong Kong International Arbitration Centre is one of the most favored arbitration institutions in the world.

1.Cooperate to build an international arbitration center for ASEAN. To attract the Hong Kong 2.International Arbitration Center to set up a branch in the Hainan Free Trade Port to provide arbitration services for international commercial disputes in accordance with the customs and practices of Hong Kong.

2.Explore the docking of legal systems in Hong Kong and Hong Kong. For example, in the area of cross-border commercial matters, the relevant jurisprudence of Hong Kong applies; For international civil and commercial cases, the market subject is given the right to apply law in the form of a list.

3.Cooperate to establish a "go global" judicial service alliance. To provide foreign-related legal aid, compliance guidance and other services to enterprises entering ASEAN; A talent pool for "going global" legal services will be established, and a database of business cases for ASEAN will be established.
