Phnom Penh, ASEAN Headlines - The China Foreign Languages Administration and the China-Asean Center jointly held the "2025 China-Asean Media Cooperation Forum" in Luoyang City, Henan Province, China on May 25, 2025. On the same day, the "Joint Initiative on Applying Artificial Intelligence Technology to Promote Media Ecosystem Governance between China and ASEAN" was issued.

The Joint Initiative of China and ASEAN on Applying Artificial Intelligence Technology to Promote Media Ecosystem Governance

At present, artificial intelligence technology is profoundly reshaping the global media ecosystem, nurturing both innovation opportunities and governance challenges. As fellow travelers in the governance of the media ecosystem in the digital age, China and ASEAN urgently need to build consensus and deepen collaboration to empower the governance of the media ecosystem with artificial intelligence technology. The China Foreign Languages Administration is the oldest and largest comprehensive professional international communication organization in China. The China-Asean Centre is an inter-governmental international organization jointly established by China and the ten ASEAN countries. As the co-organizers of the China-Asean Media Cooperation Forum, the China Foreign Languages Administration and the China-Asean Center have issued the following initiative to the media of 11 countries: To shape a more authentic, diverse and trustworthy news dissemination environment, strengthen cooperation, and jointly promote media capacity building by applying artificial intelligence technology, so as to pool wisdom for governments of all countries to better introduce relevant and applicable policies:

1. Jointly lay the foundation for regional technological governance. Technology is the core driving force for media ecosystem governance. It is advocated that media from China and ASEAN uphold the concept of openness and inclusiveness, actively explore strengthening cooperation in artificial intelligence technology research and development, promote mutual recognition and interoperability of technical standards, and jointly enhance capacity building in areas such as false information identification and digital security protection.

2. Jointly abide by the regional consensus on technological ethics. It is advocated that the media of China and ASEAN adhere to the standardized application of artificial intelligence in the media field, uphold the common values of Asia, and promote the application of related technologies in line with the regional inclusive and sustainable development goals.

3. Jointly cultivate the driving force for digital transformation. Digital empowerment is a key support for the governance of the media ecosystem. It is proposed to promote cooperation on digital capacity building between the media of China and ASEAN, establish a cross-border technical training network and talent mobility mechanism, and strengthen the cultivation and exchange of innovative and compound talents.

4. Jointly build an open and inclusive digital ecosystem. It is proposed to promote the establishment of a regional digital resource and case sharing platform, enhance the public's understanding of digital technology development in China and ASEAN, and create a multi-party collaborative governance mechanism involving the government, industry, media and the general public. Regional media should continue to uphold professional values, lead technology for good, and assume greater responsibilities in building an open, inclusive and secure digital ecological environment.

The China Foreign Languages Administration and the China-Asean Center are willing to work with various media organizations in China and ASEAN to continuously enhance exchanges and cooperation, and jointly draw a new picture of the media ecosystem in China and ASEAN in the digital age with artificial intelligence technology as the bond. To strengthen the bond of people-to-people and cultural exchanges and cooperation between China and ASEAN, enhance mutual understanding, connection and friendship among the people, jointly promote the building of a closer China-Asean community with a shared future, jointly build a peaceful, tranquil, prosperous, beautiful and friendly homeland, and contribute to a brighter future for Asia.
