Think tanks, experts and scholars from ASEAN countries have paid close attention to RCEP
RCEP is characterized by huge volume, broad prospects and far-reaching impact. Its effective implementation will boost regional trade and investment growth, serve as an important catalyst for regional economic recovery and a key driving force for international economic and trade exchanges, and help unleash the potential of economic and trade cooperation within the region and promote regional economic development. Many think tanks and media of ASEAN countries have a positive view of RCEP and believe that RCEP can play a positive role in the following three aspects.
First, promote structural transformation of regional economy. Hu Yishan, a senior fellow at the Singapore Institute of International Affairs, believes that RCEP will serve as a "catalyst" for regional economic recovery and boost people's confidence in ASEAN's economic prospects. Veronica Saraswati, director of the Center for China Studies at the Center for International and Strategic Studies in Indonesia, said RCEP can ensure stable and smooth industrial and supply chains through new market access commitments and trade and investment liberalization and facilitation measures, accelerate the integration of enterprises into regional value chains, and create new business and job opportunities. Its effective implementation can become a new opportunity for people to understand the importance of regional economic cooperation, promote regional economic development, and further enhance the weight of the Asia-Pacific region in the global development pattern. Third, it can promote the steady development of regional supply chains. The full and effective implementation of RCEP will enhance ASEAN's attractiveness in trade, investment and global supply chains. Yu Hong, a senior research fellow at the Institute of East Asian Studies at the National University of Singapore, believes that the effective implementation of RCEP will help remove market barriers, lower trade costs for its members, deepen their participation in regional supply chains and industrial chains, and promote economic integration in the Asia-Pacific. The RCEP rules of origin, which lower the threshold for products to obtain origin status, will significantly increase the utilization of preferential tariff rates under the AGREEMENT and enhance the resilience of supply chains and industrial chains in the Asia-Pacific region. To provide policy suggestions for RCEP implementation
On the whole, RCEP is a mutually beneficial agreement that responds to the demands of relevant countries and regions. However, some think tanks and media pointed out that attention should be paid to the impact of the implementation of RCEP on competition and trade deficits among ASEAN countries. For example, The Kaitai Research Center of Thailand believes that the incremental benefits brought about by the reduction of import tariffs under the RCEP framework will have a limited positive impact on Thailand's foreign trade. In addition, some Vietnamese media believe that the implementation of individual RCEP provisions is different, leading to differences in the degree of openness among countries. To further promote the smooth implementation of RCEP, ASEAN think tanks and media have put forward the following policy suggestions.
First, deepen digital cooperation. Fagara Khivan, senior research fellow at the Department of Economics at the Center for International and Strategic Studies in Indonesia, believes that digital trade and e-commerce have developed rapidly during the COVID-19 pandemic. With the further improvement of digital infrastructure, the wider application of digital technologies such as big data and artificial intelligence, cross-border logistics and cross-border payment have become more effective and convenient, ushering in great opportunities for the development of international trade. RCEP members should make flexible use of digital financing platforms to obtain financial support, make full use of market access advantages and simplified trade rules brought by RCEP through cross-border payment services under the RCEP framework, and effectively connect with a unified market in the region. Yu Hong said the RCEP regulations on e-commerce is a bright spot, in the process of RCEP landing, need to promote the paperless trade, the promotion of electronic certification and electronic signature, e-commerce users' personal information and protect consumers' rights and interests, etc., convenient consumers via the Internet to purchase goods from all over the world, promote the development of regional e-commerce.
Secondly, the healthcare industry should be the breakthrough point for multilateral cooperation.
