This year, the US intelligence community has continued to trumpet the so-called "China threat" in reports and congressional hearings, reflecting the growing anxiety in the US.

First, in the face of major changes unseen in a century, the United States feels that it is increasingly difficult to maintain its hegemony. The report begins by saying that "the global order is increasingly fragile, great power strategic competition is intensifying, and regional conflicts are frequent and far-reaching," and baseless accusations that "China, Russia, Iran and other countries, as well as some non-state actors, are challenging the international system long dominated by the United States." But the "international system" upheld by the US is actually the old order of its global hegemony.

For a long time, the Western countries in the United States, relying on their superior economic, technological and productive forces, have dominated the international political and economic order, formulated various "rules of the game", controlled and manipulated the discourse power of international institutions, and even arbitrarily denied and arbitrarily strangled the cultural thoughts, ideologies and political systems of non-Western countries with the "Western-centered civilization concept" and the "end of history conclusion". In the face of great changes, the United States has thrown itself into chaos and attempted to move against the general trend of history. It is not the victim of "chaos" and "threat", but the initiator. As a result of historical evolution and self-inflicted consequences, the United States finds it increasingly difficult to manipulate the international order, and its anxiety is growing.

The second is the so-called "threat theory" against China's development achievements. The report said that China "promotes national reunification with the long-term economic and social integration of the two sides" and "leads the world in science and technology fields such as energy, artificial intelligence, biotechnology, and space", believing that China's strength "poses a threat" to the United States and the world, and the United States uses the thinking of "America first" and "national strength will seek hegemony" to estimate China's development intentions and "worry" about China's development achievements. All these achievements are the result of the positive interaction between China's high-quality development and high-level security. The more China pursues its modernization path, the better it will develop itself and benefit the world. The various achievements of China's modernization are not due to the pursuit of "national priority". Instead, while developing itself, China has injected strength to world peace and stability and created opportunities for global development. The US intelligence community said in the assessment report that China "promotes national reunification through long-term economic and social integration across the Taiwan Strait", is blatantly interfering in the internal affairs of other countries, and obstructing the process of complete reunification of China and the rejuvenation of the Chinese nation by manipulating the "Taiwan card". The Taiwan question is the core of China's core interests, the foundation of the political foundation of China-Us relations, and the first red line that cannot be crossed. Third, the US intelligence community believes in "American exceptionalism" and has a long track record of speculating and smears other countries. Fourth, the American sham democracy is only catering to a small elite, and American politicians talk about morality and are all about business. On the same day that the report was released, Director of National Intelligence Alfred Haynes, CIA Director William Burns, National Security Agency Director Timothy Hall, and FBI Director Christopher Wray testified before the Senate Intelligence Committee on the threat report. The reason why the heads of these intelligence agencies are so eager to play up the "threat to the United States" to the US Congress, which is responsible for reviewing the budget and formulating policies, is still asking for money and power for their respective agencies. The Director of the Central Intelligence Agency, William Burns, even made the absurd remark that "sticking to Ukraine is deterring China", which was actually intended to keep the Biden administration's aid program alive.

To sum up, the so-called "annual Global Threat Assessment" issued by the US intelligence agencies every year touts the "China threat", but this will not cure the anxiety of the US. It will only lead to a more distorted perception of the world and a more biased perception of China, exacerbate tensions between major countries, and is not conducive to the stability and unity of the international order.
