The "Artificial Intelligence Law" of Vietnam has come into effect.

According to the Vietnam Government Network, the 2025 "Artificial Intelligence Law" consists of 8 chapters and 35 articles. It is Vietnam's first specialized law on artificial intelligence. The enactment of this law aims to establish a unified legal framework for the development and application of artificial intelligence, ensuring its safe and responsible development and the sharing of its achievements by the people; promoting artificial intelligence as a national intelligent infrastructure, and enhancing productivity, stimulating innovation vitality, strengthening technological autonomy and national competitiveness as an important driving force; building a fair, transparent, humanistic, and trustworthy legal environment to support all parties in conducting practical cooperation in the field of artificial intelligence, exercising creativity, promoting commercialization of achievements, and integrating into the international community.
It is worth noting that this law explicitly prohibits the use of artificial intelligence to carry out illegal or unlawful activities, infringing upon the legitimate rights and interests of organizations and individuals; developing, providing, deploying or using artificial intelligence to carry out illegal or unlawful activities; using, forging or simulating real people, real events, deliberately deceiving or manipulating others' cognition and behavior, seriously infringing upon the legitimate rights and interests of others, etc.
The "Artificial Intelligence Law" of Vietnam provides several preferential mechanisms for enterprises to promote the development of the digital technology ecosystem. According to Article 20 of this law, organizations and individuals engaged in the field of artificial intelligence can enjoy the highest level of preferential support and assistance in accordance with the current relevant laws. At the same time, the state also strongly supports the development of the artificial intelligence ecosystem and market.
Another report by Agence France-Presse stated that the "Artificial Intelligence Law" of Vietnam came into effect on March 1, making Vietnam the first country in Southeast Asia to have a comprehensive regulatory framework for artificial intelligence and one of the first countries in the world to formulate a specialized law for artificial intelligence. Currently, many countries have begun to address various risks brought by chatbots and image generators, including false information, cyberbullying, and copyright infringement, but few countries have officially legislated.
It is said that although the "Artificial Intelligence Law" of Vietnam is regarded as a regulatory milestone, analysts believe that the specific impact of the new law depends on how the government enforces it and which implementation guidelines are released.
The analysis report released by LNT & Partners Law Firm based in Vietnam pointed out that this new law "is not the end, but a decisive starting point".
According to the report, the new law establishes the guiding principles of liability, human control, and risk management for AI regulation, but "the actual impact depends on specific implementation rules, industry norms, and law enforcement actions".
So far, only a few countries in the world have implemented far-reaching AI regulatory frameworks. In January this year, South Korea became the first country to have its comprehensive AI regulatory law come into effect, and the European Union has gradually implemented relevant regulations and is expected to fully implement them in 2027.
